First, nipples are certainly reusable. I would not do so ordinarily, because I don't
want to take a chance on running into stripped ones on the wheel in question or
take the time to unfasten them from their spokes. I would advise against using
or reusing alloy nipples in your project.

Secondly, where in the world are you buying this stuff where enough nipples to
lace one wheel are going to cost you 25 bucks ? Shop someplace else.
