I've only just started using it and storing it there. But it makes no noise that I have noticed; it's stretched fairly tight and the second water bottle clamp keeps it positioned along the downtube.

I've yet to ride with it there in the rain. We'll see if it gets yucky over time. I usually store 2-3 such bungies in the front pocket of my bar bag for lashing to the train when I do a rail-extended ride further out into the countryside (Metra is nice here in Chicagoland.)

I could always go back to storing it in with the rest of the bungies in the bar bag but it's so handy where it is as I only have to unhook the top and leave the bottom hook right where it is as I loop around the tire and back to itself.
