That is incorrect.

For each ride Strava will display a "Time" which is your moving time. As well as an "Elapsed Time" which is total amount of time the device was recording.

The Strava mobile display will usually only show the "Time" value but both metrics are displayed on the website.

The threshold for what constitutes "moving" appears to be fairly low. I have some rides where I never actually stopped my bike and Time=Elapsed Time where the minimum speed registered is 4.0 mph. Of course, given the error rate of GPS-based speed, this may be an incorrect value but I believe the sentiment is correct.
