1" to 1 1/8" quill stem shim?

Is there a product or a safe way to shim a threaded headset/fork that takes 1 1/8" quill stems to take a 1"? The bike is an old beater Trek that I picked up at the Goodwill to rehab, and it didn't occur to me that it might take an odd sized stem.
