How can I put 700cc rims on my old/new 70's peugeot road bike

I am trying to learn more about biking in general and have been going on long bike rides with a lower end Peugeot that I picked up a few days ago. I have 27x1'1/4" tires on the bike right now. (heavy steel rims) so I'm looking to replace them quick and get something lighter. I want to get 700cc sizing on the bike, but can anyone tell me what type of work I'm in for? I know the rims will be semi-expensive, but I would like to know what will need to be done to the bike in order for it to be in good shape with the smaller rims. Right now the brakes are giving me a little bit of trouble but everything else works well.
