Let's be realistic. To get down to those weights, you are going to need a budget of around $3000 plus. On the other hand, if you don't mind very small wheels, and don't really need a multiple gear bike, an A-bike or a Carryme can be a consideration. The A-bike is under $400, and the Carryme is just over $600. There is a two speed version that about $300 more. They both weigh well under 20 pounds.

If you are still looking for a "normal" folding bike that has multiple gears, and is relatively light though not as low as you stated, the Downtube Nova is 24 lbs., and will cost you less than $350. Of course I don't know what your budget is so maybe you can look at the high end folders.
