This appears to be a 74 to me as well, primarily because of the sloping fork crown. The lugs are not right though so it may be a 75. I was thinking that the 75s had half-chromed stays, though. The stem appears to be correct. The bars would have been either GB or Raleigh. The hubs would have been high flange, too.
