For the rest of the 90% of the field that was just pack-fodder and finishing 3+ minutes off the winning pace, it is an uneccessary logistical complication to bring along a TT bike.
Note in the above arcticle that Tejays TT bike weighed a full 19 pounds. While it worked well for him, for an uphill TT there probably is some merit to the idea of keeping the bike light as possible and providing a good climbing power position.
