there are no spacers under the stem. Head tube length is the limiting factor here. He can probably find a frame with geomatry that better suits his need, but this looks to be the biggest oclv he can ride to accommodate his bar drop. Neither the seatpost or stem look outrageous for a "race bike" anyway.
