The velcro adjuster is going to be a real problem in that price range, even on sale. You'll also find that nearly all shorts have a liner with chamois included, but if pedal in the saddle a lot you might like the chamois liner more than compression shorts.

I have a pair of Jett shorts-- sorry, I can't recall which specific model right now (at work)-- which do have velcro adjusters but they are very baggy DH/FR shorts. I also have a pair of closer fitting Royal SP 247 shorts that have a ratchet, which isn't velcro but probably achieves the same thing. I bought them about a week ago for $48+shipping from Art's Cyclery but sales like that tend to go quick.
