The PB Hybrids just clear 38 slicks,the Brownies will handle 40mm knobbies. I've used both as well as SKS. Between SKS and Civia,I prefer the Civia's for the cleaner look(fewer struts) and lower price. YMMV.
I add my own mudflaps. Cut pieces of heavy duty rubber toolbox liner to shape,then install with 3M heavy duty double-sided tape. Cheap,easy,durable.
Note: PB ATB fenders are for 26",not 700c.
