Yes, the cone is probably different, but most likely not very much. Almost always the cone's small diameter is just slightly greater than the axles, but the curvature and large diameter might be different. The reason for the smaller bearings on one side is to get the thread dimension smaller so it'll accept a smaller sprocket or single speed freewheel. So the cup will be smaller, but it's possible that (with the smaller balls) the cones are the same.

In any case, it's either visible different or it's the same.
