I heard the same. When setting up the small gear chain, select 3rd gear and then tighten the gear chain so that it is just under tension and hey presto everything works perfectly.

The mechanic in Rotterdam definitely said that 2nd gear is the same gearing as a Dutch bike with no gears.
When we cycled to Roermond and back (32-miles) with other people, some of which had bikes with no gears, the pace left me in 2nd gear most of the way, so this seems about right what the mechanic said.

It also seems to make sense leaving the bike in whichever gear puts no/ little tension on the gear selector & cable and in my case, that is 3rd gear.
