+1 to everything. That looks like a whopper dent, potentially affecting the other side of the tube as well (in which case the frame is shot). Assuming the brifters work (I'd look at them for crash damage as well), 200$ tops as a parts bike. If the "dent" is indeed sticker residue, I'd still like a lot better photos.

Seller appears to be making up some stuff as he goes along, proceed with caution and as much knowledge as you can gather.
