It looks to me like either a Miyata or Univega based on the dropouts, rear rack mounts, and lugs. I would lean towards it being a Univega because the seat stay caps are not scalloped like the Miyatas. Also it doesn't have a pump peg like the Miyatas. As for year, I'm not sure exactly. It would be later than 1983, as my '83 Gran Turismo doesn't have BB cable guides, shifter bosses, or mid fork mounts. Maybe a serial number would tell the date of manufacture and possibly the brand.
