Good news, and not totaly unexpected. That is a heavily biked route. In the short term term "sharrows" along Santa Fe to MBD would be good.

Unfortunately, the logistics of my attending those meetings just doesn't work.



This heatmap from Garmin says it all about that intersection. I wonder if the planners use this. Ture it is not truly representative of all cyclists, since those that use Garminconnect tend to be serious roadies, which is just one segment of the cycling public. Still, it should give some indication.
