The Etiquette of Panniers

I've outfitted all my bikes with racks- and I've come to appreciate using panniers to carry stuff rather than getting all sweaty under a backpack. Although I have a couple of handlebar bags, I just like panniers better.

I'm fortunate that I've come across a few different sets of the old Cannondale Overlands panniers- but around town I rarely have much more than a few things in a couple of the outer pockets- I don't like riding with just one- i think it looks 'unbalanced' or not finished. But if I'm riding with two, but barely anything in them, I feel like I'm playing dress up or something.

So is it acceptable to ride with just one pannier?

Or is it too "poseur" to ride with two- and next to nothing in them?
