26" ≠ 26x 1 3/8".
Modern 26" wheels are ETRTO 559;26x1 3/8 is ETRTO 590,a different(larger) wheel size. Those tubes you got are too wide and too big around. Specialized and other companies make tubes for skinny 26" tires.
