Don't know what the results would be in the US, but when London police carried out spot checks of truck drivers after the 5 fatalities in 6 days affair, 50% of them were in breach of the regulations in one way or another. Breaches ranged from breaking the driving hours limits to mechanically under par vehicles.

Drivers on delivery bonuses, drivers under other pressures to make specified number of trips/day, especially building materials trucks in a city like London where there are very major civil engineering and building projects ongoing, take risks, regardless of their training.
