If you just want wheels to thrash there's Aksiums which can be had for less than $200, Fulcrum 7, Performance Titan among others are dirt cheap.
If you want somewhat nice you can always buy some H Plus Son Archetype rims, Novatec hubs, and Sapim laser spokes and have them built for around $400 total for a ~1550g wheel.
I could be wrong, but I think he was just trying to use open mold and alloy in the same sentence.
