I have experienced much greater sidewind problems using a set of light weight Rolf Sestriere wheels on my single than anything on our tandem.
Tandem/team mass in forward momentum tends to negate most increased side push.

To the OP, give Wheelbuilder.com a phone call and ask about their "Aero Jacket" disc shroud. It may be a cheap $100 option (was on sale for $60 for a long time) for the look you want. You may be able to make it work for your wheels... depends. They say it is not for tandem wheels, but that depends on many factors.
