How this works is you have to go thru the dealer since Cannondale doesn't deal direct. You are under 30 days so Cannondale will warranty the frame only and the shop will swap the components over unless the shop owner has the exact same bike on the floor and is willing to swap and save you the hassle. You have to stand your ground but be nice. The scratch is clearly from somebody tapping the lip of the bearing race in and if you wait they will say you did it as an excuse not to warranty the frame. My friend had his 2012 Madone crack a week after he bought it at the headtube and he stood his ground since it was under 30 days and said he wants a whole new bike and Trek gave him a whole new bike.
But not after the shop wanted to just swap the components. That's what I would do especially if your not sure of the mechanics abilities at your local shop.
