It only meets half of your criteria, but I have a wool Swedish army jacket from the 1940s that I got a few months ago at a surplus store for $15, and I've worn it (with layers) all the way down to 6ºF this winter. I actually found that down to about 10ºF, I start to sweat quite a lot if I have it buttoned and am riding hard.
