Nice vintage Windsor, but way overpriced IMHO. Could find a nicer lightweight ride for less. As it sits it will need a lot of work. Do you want tubulars? Some love 'em, some don't.
I wouldn't be surprised to find out that it was raced in the past. The wired spokes were common amongst some racers, found a PX10 that was raced and had that treatment.
I know bikes in your area go for big money but I really would look for something else. Just my $.02.
