Many do, obviously. I was up to 238lbs at my max and road 16/20 wheels on one bike, 20/24 on another, 700x20mm tires on another - zero problems. But, I'll admit to having a light riding style, I (somewhat unconsciously) hop potholes, don't swing the bike side to side sprinting or climbing, don't dive into turns. If you are a hard rider, a magnet for potholes, then it's a different story. I guess the biggest fear with low spoke wheels is it you bust one, you're likely done riding that rim until fully fixed - 32/36h you can limp in to an LBS with a few tweaks of a spoke wrench.
