Feel like I need different cleat positions for different hand positions

Hi guys,

I've been riding SPDs for a while, mostly on a flat bar MTB. I recently got a fixie and it has bullhorns.

I feel that when I'm on the tops of the bars (an upright position), my cleat position is too straight and I need more toe-out. When I'm crouched, bending elbows and extending arms on the tips of the horns, the cleat position seems correct.

Is this a saddle positioning issue or will more float help?
