Subsidized. If there's no direct user fee, then it's 100% subsidized by the taxpayers.
The times I spent visiting Europe the vehicles seemed significantly more polluting that what it seems like in the US. Lots more obviously smelly smoky exhausts, 2 stroke motorcycles and scooters, and diesels. Of course this was nothing compared to what I experienced in Asia.
