Judging from the tubing type and decal style I would say you CdI falls in right around '88. The component spec is interesting, Canadian bikes were different from ours until the '89 or 90 model year but I would not expect to see Mach 1 brakes and CampI Vic/Tri derailleurs. The Ofmega BB w/ Stronglight cranks is puzzling too. I wonder if the bike came like this (ours had ofmega cranks and Suntour derailleurs) or if the OO had it installed rather than the OEM kit? We need an '88 Canadian catalog

I think measuring the shell width to determine BB size is flawed and should never be relied on, there is a reason there is an adjustable cup. If all Italian BB shells were 70mm there would be no need to adjust them. I believe all the Formula frames were Italian shells.

That shouldn't have a QR. You need a seat binder bolt that is knurled (have like little teeth near the head) one side. you can see the indentations on the right side 'ear'

Yes the bulgier catalogs only show the top few frames and I belive they show a '86 catalog as an '88 also they are American and you Canuck bike is different.

I believe Bianchi gave up the Special and Formula tube sets strictly as a cost thing. By '89 the road bike line had been slashed quite a bit all but a few were made in the orient. The top there bikes shared an SLX frame while the CdI got CroMor rather than Formula (so a black CdI with a Quatrro group is an '89)

Your Premio likely weighs in at around 24lbs ( I have no idea how many kilos or stone that is)

Nice looking Bike should be a nice rider when done. I personally would ditch the brakes and put some Campi Monoplanor calipers (mainly personal style preference) and a either some Campi C-Rec brake levers or some Tektro aero levers.
