700c wheels have a bead diameter (622mm) just under 24.5" - so that measurement doesn't seem far off. And the component mix looks like everything should work well together - so unless you have a strong desire to have everything 'as original' I see no problem with the bike as currently setup, especially if the seller is correct that a bike shop has recently checked it over and made adjustments.

As to how much it's worth, that depends on how well it fits you and on what else might be available. I bought a similar bike about 10 years ago for $400 and have since put over 100,000 miles on it with very few issues - so I certainly feel I've gotten my money's worth.
