You say you want to buy locally and that ebay sellers have a tendency to sell something just to get it off their hands, but then you ask an international forum, with no buyer protection, if anyone knows of someone selling this frame? logic ladies and gents
But I would start local like you said...put up a CL ad saying this is what I want and make multiple adds in different areas of Oregon that you are willing to drive to.
Also between ebay and paypal, you have LOTS of buyer protection. Ask the right questions before bidding/buying to protect yourself from fraudulent sellers and in the event that something does not line up with what the seller has said you can say "I asked and the seller lied/didnt tell the full truth/didnt disclose/etc.
