I'm not getting what you mean by "cut that dangerous steer tube". Maybe I'd see it if I adjusted things but right now there isn't anything sticking above it that would present a problem. Do you have an image I can see to get a visual? I might understand a bit more if I could see.
something like this would be classified as very dangerous. Both to fork and to the rider.

I have a third of that on my super6 and want to cut it so bad, but I also want to change the stem out to something I can't afford right now.
But that stubby bit w/ the right amount of force on the inside of your leg in the event of the roll over really sucks......I know
