Even if the overall weight the exact same amount,
where the weight is will matter. The farther out the weight is, (heavy tire + light hub vs heavy hub + light tire) the greater the roational momentum.
I have no clue if that is whats happening with your sets, I'm just talking to hear my own head rattle.
