Fyxation makes a bullhorn bar with a 25.4 clamp diameter: Amazon.com: Fyxation Rodeo Bullhorn Handle Bar, 40cm, Black: Sports & Outdoors

You'll likely need new brake levers, I think those bars use a 23.8mm clamp diameter for the brakes.
