Tiny piece of metal causing rattle inside fork blade

The bike: 2013 All City Mr. Pink.

Since I've owned this bike, there has been a rattle in the NDS fork blade caused by a tiny piece (sliver?) of metal trapped inside. I've pulled the fork in an effort to get it out. No dice. I can see it through the welding vent hole with a flashlight, but there's no way for me to get it out.

I'm considering options, such as squeezing a gob of grease inside to keep it from rattling. Or perhaps a magnet? Another mechanic I used to wrench with suggested using some expanding spray foam to trap it in place.

Any other suggestions? I've never had this problem with a bike before. Short of grinding open the fork, dumping out the metal, and welding the bastard back together, I'm not sure what to do.
