An incorporated municipality where no cars are allowed (I suppose an exception would have to be made for emergency vehicles). And in this dream, the small village eventually grows to be a mid-sized city in its own right, where nobody drives.

All I need is millions of dollars for a patch of land, political connections to help get a new municipality started, and lots of car-free people willing to move, possibly across the country, to join me in building a new community. Now I'm going back to sleep...I'll deal with reality tomorrow.
Or you can move to Pitcairn Island. Population of 56 people
There, you don't have to pay for a patch of land, it's free.
You can move to their Island and build your own house.

However, there is one car available for the whole island, so it isn't car free....
