Upgrade for a Specialized Sirrus Comp 2009

Hello there,

I am new to this and new to bike upgrades in general...

I have a few questions about some upgrades for a Specialized Sirrus Comp 2009.

It's this one here:

I have used this bike a few years ago for commuting to work, which was fine. It has been sat in the garage for over a year now and I want to upgrade a few parts to take it off road sometimes (country lanes/gravel/mud), nothing too hardcore though.

Is it possible to change the current tyres 700x28 to a 700x40? some shops says yes but some say they won't recommend going over 700x35, but i have seen a few photos online of a few with 700x37. I just need something a bit more grippy and puncture resistant. Any recommendation on tyres? I don't have mud guards on my bike.

I would also like to upgrade the handlebars to something like this:

Syncros FL1.5 31.8mm 15mm Riser Handlebar | Evans Cycles

Is that possible? will all my brakes/gears fit on any handlebars?

Would be grateful to see examples of others who has done some upgrades to their Sirrus.
