That's supposed to be there, and it's supposed to be bent. See the "wave spring washer" in step 7 of the instructions desertdork linked.

And I'm not saying it's definitely the cause in this case, but there have been complaints of creaking on BB30 setups at the bearing-to-frame interface. You'd need special tools to get those bearings removed and replaced to address the problem. I'm all for DIY in general, but unless you want to invest in a bearing removal tool and press, this may be one of those jobs your local bike shop is better equipped to handle.
