You have the shifters mounted too high. When your shifters were designed people rode round drop bar hooks and mounted brake levers then ergo levers so the bottom of the brake lever was level with the bottom of the bars as Road Fan said.

Some how I ended up riding with slightly rotated handlebars for a while, although this illustrates the target elevation:
