It depends, if you are talking about the Specialized/HED 3 then people don't use it because it's not that stiff. But I've seen people using Vision/Corima 3 spokes.

It depends on the local track/people/commissary. It's fine as long as you know that you should not put back pressure on the pedals (and you shouldn't do this ever on track).
