Depends who you talk to. I just saw/heard first hand a bunch of problems (really the same problem across a number of their aluminum frames) with quality of Leader bikes while visiting some friends a couple of weeks ago.
Seems like their 2013 frames ran into a lot of problems with cracking seatpost tubes again at least from what I've experienced.
I'd get an eai bare knuckle for a nice steel track bike.
