I don't really know the answer but people in general are not smart enough to multitask. It is obvious how much more complicated it is than just blocking a moving signal. But something needs to be done and I have no idea what the answer is. Whatever they decide to do it must be proactive not reactive and to be effective it would have to somehow include all distractions. You can look at our judicial system now and see how well reactive solutions work. Maybe those self driving cars aren't so bad after all.
