That's not a Raleigh International, but rather seems to be some lower level bike from the 60's or 70's. It could also be a high-end bike from the 50's but the picture doesn't show enough detail to say one way or another. If it's low-end I would not not invest a lot of money in it. You could put all modern components on it and it would still be a heavy, low-end bike. If it's 50's high-end I wouldn't change it either.
