Yes, they describe the set earlier on as being reps+rest interval and I must have missed copying that description from the article. I don't have access to it at home, but I'll fix my quote tomorrow.

Tabata intervals are productive, but properly done they make you feel like you're dying. I'll take a slower fitness build up any day
