I should have been more clear. A new chain will often skip on old rear cogs due to the cogs being worn, especially if the small ones were ridden more. That would require a new freewheel (requires a special tool to replace it). Also a special tool is required to install a chain.

After seeing the pic of your bike I would seriously advise you to pitch it and buy a decent used bike. Even completely fixed up that bike is worth $40 or less.
