That bike frame is cosmetically and mechanically challenged for a flip. The parts are in rough condition too, but the wheelset is pretty nice. If it were me, I'd take the parts off I want for my parts bin and sell the rest.
Cannondales can get a premium, but most are well maintained and garage kept, not like this example.
