Your bearing may be flipped, but those spacers may not be needed at all. A headset manufacturer may provide shims to make up for variances in how deep the bearing seat is machined in the headtube. If you don't need them don't use them. Or only use one. There has to be a gap so the black casp doesn't restrict movement. Shim accordingly.
