On further review...
1. It has to be 1989 or older (since it has a 6-speed rear freewheel for 12 total speeds).
2. There is nothing stamped on the headbadge, so it's probably a foreign frame
3. The logo is unique (see picture below) and the 1988 catalog picture of the logo looks closest.
