It's hard to tell from the pictures but there looks to be a lot of wear on the braking surfaces. Also (and very importantly) how true are the wheels? Pretty much impossible to tell unless you are a local buyer. Spoke tension tends to get poor over time. The hubs are pretty much indestructible. I'd value the wheels mainly for the hubs. I'm not willing to pay much for used wheels unless I trust the seller or I can visually inspect the wheels.
