Seriously, I would contact a local reporter of a news show or something. They grab at stories like that. If they have an investigation unit that's dedicated to showing our inadequate law enforcement wasting our tax dollars, this is right up their alley. And the news folks will sniff down that bike, call the PD, and follow through with the story. That's what happened with my great uncle was lost in the Katrina storm. It was folks from CNN that tracked him down after the FEMA folks lost him in the system, which was a nightmare.
