I have two Easton SLX 90 Forks and both have expander plugs in them. Typically these have a threaded hole for the top cap bolt and another larger hole for an allen key to tighten them in position in the steerer. It sounds like the compression bolt in your steerer has loosened allowing the plug to slip. See if there is an obvious second tightening hole to reset and hold the expander's position.
